NJC Pay Ballot Now Open – Have Your Say

The NJC Pay Offer for 2025-26 has now been received from the National Employer. The Pay Offer is made to all workers across Local Government, Schools & Academies that follow National Joint Council (NJC Green Book) pay, terms and conditions across England, Wales and Northern Ireland.

The offer is

  • With effect from 1 April 2025, an increase of 3.2% to be paid as a consolidated, permanent addition on all NJC pay points 2 to 43 inclusive and on all pay points above the maximum of the pay spine but graded below deputy chief officer (in accordance with Green Book Part 2 Para 5.42)
  • With effect from 1 April 2025, an increase of 3.2% on all allowances (as listed in the 2024 NJC pay agreement circular dated 22 October 2024)
  • With effect from 1 April 2026, the deletion of pay point 2 from the NJC pay spine

GMB joint Local Government and Schools Committee representatives have discussed the full and final pay offer and are recommending you vote to reject the offer.  This is because the National Joint Committees believe the offer is inadequate. For the lowest paid workers 3.2% equates to an increase of 39p per hour and for all those on scp 20 or below the increase is under £1000 per year (less for Term Time Only Workers).

GMB needs at least 50% of members to take part in this ballot, with a majority voting to reject the offer, in order to progress to an Industrial Action Ballot. A vote to reject is also a vote in favour of moving to a formal industrial action ballot.
